Global Consultation on the Initial List of Issues for the Update of the SEEA Central Framework
Background
The update of the System of Environmental-Economic Accounting (SEEA) – Central Framework was endorsed by the United Nations Statistical Commission (UNSC) during its 55th session in March 2024 (Decision 55/109(a) of E/CN.3/2024/36).
The update of the SEEA Central Framework is being carried out under the auspices of the United Nations Committee of Experts on Environmental-Economic Accounting (UNCEEA) and its Technical Committee on the SEEA Central Framework (SEEA CF TC). It is anticipated that the update will be completed by March 2028. More information on the SEEA Central Framework can be found here.
To determine the scope of the update, the SEEA CF TC created an initial list of issues to be addressed under the update. From July to September 2024, a Global Consultation on the initial list of issues was conducted with countries, international/regional organizations and broader user communities. The purpose of the Global Consultation was to collect feedback on this list. To see the questions asked during the Global Consultation, please see here.
Responses received
The global consultation is now closed. To maximize transparency, the responses to the global consultation are available here. This file only contains responses from those who consented to have their response published on the UNSD website.
Altogether, 115 responses were received as of 14 October 2024. Respondents included those from national statistical offices, line ministries, academia, international and regional organizations, non-governmental organizations and more.
Outcome of the Global Consultation
The responses to the comment form will be reviewed by the SEEA CF TC to finalize the list of issues for the update of the SEEA CF. A summary of the global consultation on the list of issues and the process of finalization of the list of issues can be found here.
The final list of 29 issues was reviewed by the UNCEEA Bureau and the broader UNCEEA, and endorsed by the Statistical Commission at its 56th Session in March 2025. Please find the final list of issues in the background document to the Commission as well as in excel format with descriptions.
