Implementation strategy

The Statistical Commission adopted a global implementation strategy for the SEEA Central Framework at its 44th session in 2013. The strategy was subsequently updated in 2016. The implementation strategy for the SEEA is flexible and modular, and countries are encouraged to start with implementation of those accounts of most relevance to them. The following targets are set for SEEA implementation by 2020:

  • At least 100 countries with ongoing, well-resourced programmes in SEEA Central Framework accounting
  • At least 50 countries with ongoing, well-resourced programmes in ecosystem accounting to support national decision-making

A global assessment is conducted regularly under the auspices of the UNCEEA to assess progress towards the global implementation targets.

Implementation tools

A number of materials have been developed to assist countries in the implementation of the SEEA:

  1. The Implementation Guide and Diagnostic Tool provides an overview of the steps necessary to introduce a national program of work on environmental-economic accounting.
  2. Technical Notes are currently being developed to provide a 20-25 page summary of the key considerations when setting up a specific set of accounts, such as water or energy accounts.
