Proposed monitoring framework for the post-2020 Global Biodiversity Framework

A draft monitoring framework for the 2050 Goals and the 2030 Targets of the post-2020 Global Biodiversity Framework is now available online (https://www.cbd.int/conferences/sbstta24-sbi3). The draft monitoring framework was developed on the basis of the indicators identified in decisions XIII/28 and X/3, existing reporting processes under the Convention and its Protocols, the indicators used for monitoring the implementation of the Sustainable Development Goals, as well as indicators developed by the members of the Biodiversity Indicators Partnership.  

The preparation process also took into account information previously provided to WG2020-2 and submissions received in response to notification 2019-108 (Submission of views on possible targets, indicators and baselines for the post-2020 Global Biodiversity Framework and peer review of a document on indicators).  In addition, consideration was given to submissions received in response to notification 2020-045 which  invited peer review of the draft monitoring framework for the post-2020 Global Biodiversity Framework, a document on the linkages between the post-2020 Global Biodiversity Framework and the 2030 Agenda for Sustainable Development, and an information document on indicators for the post-2020 Global Biodiversity Framework prepared for SBSTTA-24 by UNEP-WCMC in collaboration with the Biodiversity Indicators Partnership. 

Three groups of indicators, defined as follows, are proposed for monitoring the implementation of the post-2020 Global Biodiversity Framework.  Further details are provided in documents CBD/SBSTTA/24/3 and CBD/SBSTTA/24/3/Add.1.

Group 1 - Headline indicators

A minimum set of high-level indicators which capture the overall scope of the goals and targets of the post-2020 Global Biodiversity Framework which can be used for tracking national progress, as well as for tracking regional and global progress. These indicators could also be used for communication purposes. Additionally, some countries may wish to use a subset of these indicators or only the goal-level headline indicators for high-level communication and outreach.

Group 2 - Component indicators

A set of indicators for monitoring each component of each goal and target of the post-2020 Global Biodiversity Framework at the national level as well as for tracking regional and global progress;

Group 3 - Complementary indicators

A set of indicators for thematic or in-depth analysis of each goal and target and which are less relevant for a majority of countries, have significant methodological or data collection gaps, are highly specific and do not cover the scope of a goal or target component or can only be applied at the global and regional level;

Within these three groups, different types of indicators are proposed for the goals and targets of the

post-2020 Global Biodiversity Framework. The indicators proposed for the goals focus on the status and trends of biodiversity, including the benefits biodiversity provides to people and the conditions necessary for achieving the framework. The indicators proposed for the targets aim to monitor the actions taken to reach the targets and their impacts. To the extent possible, each indicator has been included in the monitoring framework only once. However, for some of the proposed component and detailed indicators, there is some duplication owing to the linkages that exist within the post-2020 Global Biodiversity Framework.

Way forward

Under agenda item 3, SBSTTA-24 is expected to review documents CBD/SBSTTA/24/3 (Post-2020 Global Biodiversity Framework: scientific and technical information to support the review of the updated goals and targets, and related indicators and baselines) and CBD/SBSTTA/24/3/Add.1 (elements related to the components of goals and targets, elements for monitoring and indicators), taking into account CBD/SBSTTA/24/2 (Fifth edition of the Global Biodiversity Outlook and its summary for policymakers) and CBD/POST2020/PREP/2/1 (Update of the zero draft of the post-2020 Global Biodiversity Framework), and to make recommendations to the third meeting of the Open-ended Working Group and COP-15. It is also expected that the Subsidiary Body will request the Co-Chairs of the Open-ended Working Group and the Executive Secretary to take into account the results of its deliberations when preparing further documentation for the Open-ended Working Group, including the preparation a first draft of the

post-2020 Global Biodiversity Framework.

SBI-3 is also expected to consider aspects related to monitoring under agenda item 9.
