NCAVES China Closing Workshop

The United Nations Statistics Division (UNSD) in collaboration with the National Bureau of Statistics (NBS) of China, the United Nations Environment Programme (UNEP) and the European Commission, are jointly organizing the Closing Workshop of the Natural Capital Accounting and Valuation of Ecosystem Services (NCAVES) project which will be held virtually on 2 June 2021 at 8PM Beijing Time.

China has participated as one of the 5 pilot countries (Brazil, China, India, Mexico and South Africa) in the Natural Capital Accounting and Valuation of Ecosystem Services (NCAVES) project jointly launched by UNSD, UNEP and the Secretariat of the Convention on Biological Diversity and funded by the European Union.  The NCAVES project in China was implemented by NBS China in close collaboration with the Statistical Bureau of Guangxi Zhuang Autonomous Region, Guizhou Bureau of Statistics and the Research Center for Eco-Environmental Sciences of the Chinese Academy of Science (RCEES-CAS).

Under the NCAVES project, significant progress has been made to advance ecosystem accounting in China.  China has delivered results for a set of pilot ecosystem accounts covering ecosystem extent, conditions and services in Guangxi and Guizhou using the System of Environmental-Economic Accounting (SEEA) framework. In addition, Guangxi has completed the testing of a selected set of Sustainable Development Goals indicators and the examination the regional eco-compensation policy at Xijiang River Basin using scenario analysis in the context of the SEEA framework. At the national level, work has been in progress on the assessment of the valuation methods for the natural resource balance sheet programme, potential application of Natural Capital Accounting (NCA) into the national policy in China and the alignment of SEEA and Gross Ecosystem Product (GEP). The completion of all these activities has substantially contributed and provided a strong input to the global development and application of the SEEA Ecosystem Accounting and the advancement of NCA for sustainable development policy in China.

The objective of the virtual closing workshop is to present China’s achievement on NCA under the NCAVES project to Chinese stakeholders and to discuss the emerging opportunities for advancing NCA in China.

The workshop will be conducted in Chinese and English with simultaneous interpretation

The Forum is a programmed activity of the European Union-funded project NCAVES.

中国是参与“自然资本核算和生态系统服务估价”（NCAVES）项目的5个试点国家之一（巴西、中国、印度、墨西哥和南非）。该项目是在欧盟资助下，由联合国统计司会同联合国环境署、生物多样性公约秘书处共同发起的。中国项目部分由中国国家统计局来执行，与广西壮族自治区统计局、贵州统计局及中国科学院生态环境研究中心保持密切合作。

在自然资本核算和生态系统服务估价项目下，中国在推进生态系统核算方面取得了显著进展。中国利用联合国环境经济核算体系 (SEEA)框架，在广西和贵州建立了一整套涵盖生态系统的范围、状况和服务试点生态系统账户。此外，广西完成了选定的一套可持续发展目标指标的测试，利用联合国环境经济核算体系（SEEA）框架下的情景分析研究了西江流域区域生态补偿政策。在国家层面，自然资本负债表核算方法评估、自然资本核算在中国国家政策中的潜在应用及联合国环境经济核算体系(SEEA)与生态产品总值（GEP）衔接问题正在取得进展。所有这些活动的完成为联合国环境经济核算体系实验性生态系统核算（SEEA EA）在全球的发展和应用、自然资本核算在中国可持续发展政策中的推进，做出了大量贡献并提供了强有力的支持。

本次视频结题会的目的是向中国利益攸关方介绍自然资本核算和生态系统服务估价（NCAVES）项目下中国在自然资本核算领域取得的成就，探讨在中国推进自然资本核算的新机遇。本次研讨会由联合国统计司主办，国家统计局、联合国统计司、联合国环境署及欧盟驻华代表团共同组织。
